The Garage is underneath Business 80 (Capital Freeway). That's why the map makes it look like the charger is in the middle of the freeway. Enter on K Street between 29th and 30th.
Eastbound on Business 80 (Capital Freeway), take the J Street exit, turn left on K Street, and turn left into the Galleria Garage.
Westbound on Business 80 (Capital Freeway), take the N Street exit. turn left on 30th St., Left on K. Enter Garage on your right.

How to find the charging station location once you have found the site:
After passing the ticket spitter, turn right then immediately left and proceed to the back right corner of the garage. Take two right turns to head up the ramp to the second level. You will see the charger (and a conductive charging station) at the right side of the garage, immediately outside the entrance to U.C. Davis Extension.
