Comments:
Free parking requires Sacramento City EV parking permit.
Signage is confused and incomplete, but ICEing has not been a serious problem here.

Driving directions:
From I-5/U.S. 99, take the J Street exit. Stay in the right lane on J Street, and look for a big blue and white "P" sign on your right. Enter the garage just before coming to 5th Street. Proceed straight ahead, and look for a green "Motorcycle parking through tunnel" sign. Following that sign, turn right then turn left in the tunnel. Just past the motorcycle parking, and just before the exit, the chargers will be on your right. Make a slight "S" turn across the down ramp, and now the chargers will be on your left.
Clarification by Larry Webster, 4/08: There is no sign about motorcycle parking through the tunnel. Once you pull into the garage you go to the last place you can turn right. The very end you can only turn left. Then you have to go left through the tunnel. EV parking on right against the inside wall just before the exit you'll see as your driving through. It's confusing because it appears you've entered a different parking structure when you exit the tunnel.
You can also enter this same garage from L Street (one way Westbound) just before 3rd Street, or from the entrance on 3rd Street midway between L and J Streets. Both entrances are marked by large blue and white "P" signs. In either case, you must first go up one level, and then head down to the L Street exit ramp. The chargers will be on your right just before the L Street exit.

Things to do:
Holiday Inn immediately above. Sacramento City Parking office (where you can apply for a free EV Parking Permit) is also right above, across from the back entrance of the Holiday Inn.
This location is right under the Downtown Plaza - K Street Mall, and just a short walk from Old Sacramento. There are dozens of shops, restaurants, department stores, theaters and tourist attractions (including the California State Railroad Museum) within short walking distance. At 312 K Street, just above, is the City of Sacramento Parking Administration Office, where you can apply for an EV parking permit that is good for free parking in City of Sacramento garages. Otherwise, a couple of hours parking is free with validation from several shops. If all else fails, you will have to pay to park.

By Darell Dickey 2/04. It's unclear what (if anything) this sign really means to the EV driver. Apparently, the sign is meant only to confuse ICE drivers.
