It appears that after hours there is no permit required.

From Sand Hill Rd go east on Stock Farm Rd (toward campus), and then left at Oak Rd, then take the 1st entrance on the right into the parking structure.

Location is E-2 on the Stanford Campus map. Specifically it is called "S-5" (parking structure 5) on the map. The chargers are on the ground level on the side of the parking structure closest to Oak Road. When you enter either entrance on Oak Road, the chargers are to the right -- immediately next to the entrance closest to Stock Farm Road.
There is much construction near Welch Rd & Oak Rd.
