It is NOT on the top floor, but on the Kearny street level - floor 2.
When you enter the garage from Kearny, you must turn right just before heading down the ramp to the lower levels of parking. There is a barricade that prevents you from turning right, however, and the attendants' job is to direct you down the ramp. You must stop and insist that the barricade be moved so you can have access to the chargers. Worked great once I got there, and it is a secure area since it is not open to the public and there are many attendants milling around.
