Charger paddle is inside a lcckable compartment, and the cord is on a retractor. The lock is rarely locked, but could be forced open with a little persuasion, possibly aided by a screwdriver.

How to find the charging station location once you have found the site:
There is a single Magnecharger which is sharable between 2 EV reserved stalls. The location is on the Southeast side of the mall, ground level, underneath the new terrace parking structure. EV parking is in line with 4 Handicapped parking spots and is squarely in front of (and in line with) the east facing mall entrance. (North of Sears and south of Macy's).
